Committees’ recent meetings – 30 September 2020

A summary of Kurdistan Parliament committees' recent meetings and activities:

Martyrs’ Affairs, Genocide and Political Prisoners Committee

29 September – The committee, led by the chair Sawsan Muhammad Mirkhan (KDP), read and gave their comments on the Bill on Missing Children.

The committee will continue with reviewing and refining the bill at future meetings.

The MPs also reviewed and worked on draft legislation on prevention of international crimes against humanity and attaining justice for the victims.

Legislative Committee

28 September -The committee, led by the chair Bizhar Kochar (KDP), worked on their report on the Bill on the Import and Sale of Oil Products in Kurdistan Region. Once the report is ready, the committee will submit it to Parliament’s Presidency to schedule the bill for its second reading.  

Another part of the meeting was dedicated to preparing the report on the proposal of the law of banning the use and damage to the water and water infrastructure in the region of Kurdistan-Iraq, to direct the presidency of parliament and take its own legal procedures and put it into the program of parliament session and do first reading for it.

Finance and Economic Affairs Committee

28 September – The committee, led by the vice-chair Hevidar Ahmad (KDP), met with Dr. Vala Fareed, the Minister of the Region for Parliament Affairs, to discuss and review the Bill on the Sale and Lease of Public Assets in Kurdistan Region.

The MPs reviewed and redrafted the details of the bill, in order to prepare their report on it. The aim of the bill is to bring more transparency to the sale and lease of state assets, and is part of the process of reforming all areas of public administration in the public interest.

Social Affairs and Protection of Human Rights Committee

28 September - The Committee, led by the chair Romeo Hakari (National Union Coalition) met to discuss their recent field visits to look into the problems of prison and custody administrations.

The committee decided to meet with the head of the prosecutor's office to ask that conditional release decisions be implemented, to avoid delays in hearing prisoners’ demands and to ensure that detainees are released within the legal time limits.

The committee also decided to visit social care administrations and centres, particularly the directorates for the development of community care in the cities of Erbil, Slemani, Duhok, Halabja, Garmian, and Soran.
