Parliament passes first amendments to Law on Rights of Persons with Disabilities

Kurdistan Parliament Speaker Dr. Rewaz Faiq on 8 July presided over a sitting in which MPs passed the first amendments to the Law on Rights and Privileges of Persons with Disabilities and Special Needs, with 81 votes. MPs also passed two other bills. 

Deputy Speaker Dr. Hemin Hawrami also presided over part of the sitting, with Secretary Muna Kahveci alongside the Speaker and Deputy Speaker.

The Legislative and Social Affairs committees read out all the suggestions for each article of the first amendments, and MPs voted on each suggestion, on the purpose of the amendments and on the bill as a whole.

The law is made up 16 articles and the purpose of the amendments is to bring the law into line with international standards on the rights and privileges of persons with disabilities and persons with dwarfism, to provide job opportunities and develop services that are compatible with their circumstances and private lives, to guarantee their rights in healthcare, social care and education, to prevent discrimination against them and to eliminate the non-implementation of Law Number 22 of 2011.

MPs also passed, with 67 votes, the Bill on Application of the Iraq Stamp Duty Law, Law No. 71 of 2012, in Kurdistan Region – Iraq.

Parliament also voted on and passed the Bill on Application of and Amendments to the Law on Industrial Investment for Private and Mixed Sectors, amended Law No. 20 of 1998, in Kurdistan Region – Iraq, with 72 votes in favour.

All three bills had their second readings two days earlier, on 6 July 2021.
