Parliament holds second reading of Legislative Proposal to extend its current term, second reading of articles 156 to 166 of Bill on Education and Training
The Kurdistan Parliament on 6 October 2022 held the second reading of the legislative proposal to extend the current term of Parliament for another year, until late-2023. MPs also continued the second reading of the Bill on Education and Training, reading articles 156 to 166.
Speaker Faiq presided over the sitting, with Deputy Speaker Dr. Hemin Hawrami and Secretary Muna Kahveci alongside her.
The Legislative Committee read the title, three articles and purpose of the bill, and MPs made comments and suggestions on each provision which will be considered in the bill’s voting report.
The bill, which consists of three articles and its purpose, was submitted by the legally required number of MPs and its objective is to prevent a legal and constitutional vacuum. Under the Kurdistan Parliament Election Law (No. 1 of 1992), Parliament’s current (fifth) term is supposed to end on 6 November 2022. The election will not take place on time because the political parties have failed to reach an agreement on amending the Election Law and renewing the mandate of the Kurdistan High Election Commission.
The sitting continued with the second reading of the Bill on Education and Training, reading articles 156 to 166, in the presence of the KRG Education Minister Alan Hama Saeed and Dr. Seywan Ali from the ministry. These articles are the provisions on the composition and responsibilities of the Ministry of Education, the composition, duties and meetings of education councils of the governorates and autonomous administrations, and districts’ education councils’ employees.
MPs made detailed suggestions on each article of the bill, which will be considered when the committees draw up their voting report.
